Source: APWA VCIS data from 24 states. Although foster care is a relatively short-term experience for many children, some children remain in care for extended periods. Of the children leaving care in 1990, for example, 50 percent had been in foster care for 8 months or less. However, of those remaining in care, over 25 percent had been in foster placements for at least 3 years. ( See fig. 6. ) Foster children for whom adoption is ultimately planned spend an average of 4 to 6 years in foster care, according to a 1991 report on adoptions in 20 14 states. 14 See J.K.
