SHELTON, ESQ., OF NORFOLK, VA., CHAIRMAN OF THE COMMITTEE OF THE AMERICAN EAR ASSOCIATION ON UNIFORM JUDICIAL PROCEDURE. Mr. Shelton. Mr. Chairman and gentlemen of the committee, I am very sorry that the other members of my committee are not here to-day, particularly Judge Taft, who is so much interested in the question of procedural simplification and reform generally; but under>the circumstances I think it wise for me to go ahead and briefly outline to you gentlemen about what the American Bar Association recommends, and as briefly give you an outline of the history of this movement. I think it will serve a good purpose. Mindful of your earnest efforts to keep in touch with the general sentiment of the bar and of commerce, it is bound to be difficult for you to know as much the real feeling of those directly interested as a committee of the American Bar Association which has made it its business to seek out these people making complaints, and, as you might say, to force from them an opinion--to get from them what they thought about what is going on. It was about four years ago that the campaign really took a concrete form. Preliminary to that a resolution had been offered before the American Bar Association at its meeting at Boston for the purpose of sounding the sentiment of the lawyers.
